Lorain County Community Action Agency Programs

Lorain County Community Action Agency (LCCAA) offers several utility programs that Oberlin residents may be eligible to receive. For more information, please visit the LCCAA website. Main programs of interest include:

Home Energy Assistance Program (HEAP) Annual Benefit - July 1 to May 15

All regular services must be applied for through the State of Ohio at energyhelp.ohio.gov. Processing is on a first come, first served basis. All applications must come through the system where they are secure and can be tracked. 

Online applications can take up to eight weeks to process and can be tracked by customers through the State's website.

Home Energy Assistance Program (HEAP) 

Your family may be eligible to reduce its energy bills to a set portion of household income. To be eligible for PIPP, residents must live at or below 175% of the Federal Poverty Line AND be customers of utilities regulated by the State of Ohio.
 
Under PIPP, if you heat with gas, you now pay 5% of your household income to your gas company and 5% of your household income to your electric company. If you heat with electricity, you pay 10% of your household income to your electric company.

Summer/Winter Crisis Assistance

The Winter Crisis Program provides assistance once per season to eligible households. The program operates between Nov. 1 and March 31. You must secure an appointment with an LCCAA staff member to apply for this emergency program.

The Summer Crisis Program provides assistance once per season to eligible households. The program operates between July 1 and Sept. 30. You must secure an appointment to apply for this emergency program. â€‹â€‹â€‹â€‹â€‹â€‹
